Targeted Beneficiaries and coverage
This scheme has been launched to provide financial strength to women from both rural and urban backgrounds. The Subhadra scheme will be operationalised in all 30 districts of Odisha for the period 2024-25 to 2028-29. Women from both rural and urban areas who meet the eligibility criteria can apply for the scheme benefit.
Eligibility Criteria
- The applicant must have permanent residency in the state of Odisha.
- Only women citizens (both married and unmarried) would be eligible.
- The applicant should be covered under either the National Food Security Act (NFSA) or the State Food Security Act (SFSA).
- Those not covered under NFSA/SFSA can also apply if their annual family income is not more than INR 2.5 lakh.
- The age should be 21 years or more and less than 60 years as of the qualifying date. For age calculation, the date of birth mentioned on Aadhar would be considered final.
- For the financial year 2024-25, the age of the applicant should be 21 or more and less than 60 as of 01.07.2024.
- If someone attains the applicable age, i.e., 21 after 01/07/2024, she can get the scheme benefits for the remaining years of the scheme period.
- Further, those who attain the age of 60 after 01/07/2024 would not receive the scheme benefit for the remaining years of the scheme period.

Who is not eligible?
Any women citizens falling under one of the following categories would not be eligible to apply for Subhadra Yojana.
- Receiving financial assistance in the form of pension, scholarship, etc. at a rate of INR 1500 per month or more or INR 18,000 per annum or more under any other scheme of the state or central government.
- Self or one of the family members is:
- A current or former member of parliament (MP) or member of the legislative assembly (MLA).
- An income tax payee.
- An elected public representative in any Urban Local Body or Panchayati Raj Institution (excluding Ward Member/Councillor).
- Employed as a regular or contractual employee in the state government, the government of India, a public sector undertaking, a board, a local body, or a government organisation, or is receiving a pension after retirement. However, all workers receiving honorarium, such as ASHA, Anganwadi Worker, Community Resource Person, Master Book Keeper, etc., and all those engaged through outsourcing agencies would be considered, if otherwise eligible, under this scheme.
- An elected/nominated/appointed representative in any government department, undertaking, board, or organisation of the Government of India or state government.
- An owner of a 4-wheeler motor vehicle except tractors, mini-trucks, small commercial vehicles, and other similar light goods vehicles.
- The family of the applicant owns more than 5 acres of irrigated land or 10 acres of non-irrigated land. (N.B.: For the purpose of this scheme.).

Subhadra Yojana Application Process (Offline)
All eligible women are required to submit their application through the proper channel. They need to complete the following steps in order to submit their application under Subhadra Yojana.
- Visit the nearest Anganwadi Center or block office or urban local body office or Mo Seba Kendra or Common Service Centre (CSC), etc.
- Get the application form from any of the above centres.
- Fill in the mandatory details in the form.
- Enclose a copy of the required documents to the form and submit it to the nearest Mo Seba Kendra or Common Service Centre.
- Applications submitted by women will be verified with the government database. Field verification may also be done for the purpose if required.
Note: In case of any discrepancy in the information provided in the application form and Aadhar card, information available on Aadhar would be considered final.
