Launch of Biju Swasthya Kalyan Yojana
(BSKY) Biju Swasthya Kalyan Yojana was launched on 15th of August 2018. The scheme was launched by the then chief minister of Odisha, Shri Navin Patnaik. The scheme was launched to provide health protection to all vulnerable families and women in Odisha. The scheme is managed to provide cashless medical treatment facilities to all eligible families from poor and low-income backgrounds. Cashless treatment up to INR 5.00 lakh can be availed of from this scheme by eligible families. Additional benefit of INR 5.00 lakh can be gained by the women members of eligible families.

Scheme Components
Biju Swasthya Kalyan Yojana has two components through which citizens can avail of better healthcare facilities as per their suitability. Following are the two components:
- Treatment in State Government Hospitals: For treatment in the state government health care facilities, all expenses will be covered by the Odisha Government. This facility is available to all, irrespective of income, status, or residence. The facility is available from subcenter level to district headquarter, government medical college hospital, and blood bank level.
- Treatment at empaneled private hospitals: About 97 lakh economically weaker families are listed for getting treatment in empaneled private hospitals in Odisha. Eligible families can avail of this facility up to a limit of INR 5.00 lakh. Women member(s) of a family can exhaust an additional 5.00 lakh over and above the initial limit of 5.00 lakh.
Benefits and Facilities
- The scheme offers cashless medical care to all eligible families through a smart health card.
- Families can get cured in any government-empaneled private hospital within and outside the state.
- For treatments in a government hospital, patients do not need to pay any fees as the same will be provided by the state government.
- For treatments in a private hospital, one can make use of a BSKY smart health card.
- The initial limit of the BSKY card is INR 5.00 lakh. Additional 5.00 lakh coverage is provided for women members of a beneficiary family.
- The limit of the BSKY card is set to INR 5.00 lakh per family per annum, with an additional 5.00 lakh coverage available for women.

BSKY Packages
The Odisha government has also prepared package categories for Biju Swasthya Kalyana Yojana. There are three categories available under which beneficiaries can avail of medical facilities as per the package terms. Packages under BSKY are detailed below.
Reserve Packages:
Under this category of package, treatment can be availed of only in government healthcare facilities. These packages encompass minor ailments and diseases specified under National Health Programs. These includes Management of superficial burns, minor injuries, Malaria, Typhoid fever, Gastroenteritis, Diarrhea, Dysentery, Tuberculosis, Urinary Tract Infection, Heat stroke, and surgeries for hydrocele, Abscess drainage, Lipoma and cyst excision, and procedures like Dilatation curettage, and MTP, etc.
Referral Packages:

Open Packages:
Under this category of package, any beneficiary can get medical treatment at any empaneled hospital. These packages are available to all without any formality, and treatments under these depend upon the prescription of the concerned doctor.
Eligibility Criteria
- All permanent residents of Odisha are eligible if they have a BSKY Smart Health Card.
- Apart from the above cardholders, all those who have a National Food Security Card / State Food Security Scheme Card (Ration Card) are eligible.
Required Documents
To avail of healthcare facilities under Biju Swasthya Kalyan Yojana, beneficiaries are required to carry a few documents. Documents required for treatment at government hospitals and treatment at empaneled private hospitals are given below.
- For Cashless IPD and Day Care Treatment: For inpatient department (IPD) treatment and daycare treatment, one needs to show one of the following:.
- BSKY Smart Health Card
- National Food Security Act (NFSA) Card, and
- State Food Security Scheme (SFSS) Card
- For availing of health insurance coverage at empaneled hospitals: To avail of INR 5.00 lakh health insurance coverage and additional coverage of INR 5.00 lakh for women, one needs to produce one of the following documents.
- Biju Krushak Kalyan Yojana (BKKY) Card
- Below Poverty Line (BPL) Card
- Antyodaya Anna Yojana (AAY) Card
Note 1: For low-income families who do not have these cards, a valid income certificate is required to be produced at the empaneled hospital.
Note 2: Low-income families are those whose annual family income is below ₹ 50,000/- in rural areas and below ₹ 60,000/- in urban areas.

Terms & Conditions for Referral
- A referral can be made in case the particular package or procedure is not available in a government facility within the district.
- Cases can be referred in case of long waiting time to undertake the procedure at a government facility in the district.

- Sub-divisional Hospital: Superintendent & concerned Specialist.

- District Headquarter Hospital: CDM & PHO/District Medical Officer-cum Superintendent & concerned Specialist.
Biju Swasthya Kalyan Yojana Online Apply
- There is no direct enrolment process to apply for BSKY Smart Card under Biju Swasthya Kalyan Yojana.
- All families covered under NFSA/SFSS within Odisha are eligible beneficiaries under the Biju Swasthya Kalyana Scheme.
- BSKY Smart Health Cards are distributed by the government to each eligible family.
- Mo Seba Kendras (MSKs) are designated to provide BSKY Smart Cards. Beneficiaries can collect their card from the nearest MSK by producing their valid NFSA/SFSS Card.
