Chief Minister Hemanta Biswa Sarma launched Atmanirbhar Asom Abhijan 2.0 recently. The scheme is the second version of Atmanirbhar Asom Abhijan launched in the year 2023. To cover more young individuals with financial support and training programs, the Atmanirbhar Asom Abhijan 2.0 has been initiated. In the first phase of the scheme, more than 25,000 young individuals were supported with finance and skill training to start entrepreneurship. The second phase is also launched to cover more individual for the scheme benefit.
This is a state-sponsored scheme managed solely by the Assam state government to fight against unemployment among the youth of the state. Through this scheme, the state government will provide financial support in the form of loans and also impart entrepreneur skill training to the selected citizens. About the Chief Minister’s Atmanirbhar Asom Abhijan 2.0 (CMAAA2)
This initiative was launched on October 18, 2024, by the chief minister, Hemanta Biswa Sarma from Guwahati. On the occasion, the Chief Minister showed happiness at the success of its first phase and laid stress on covering more entrepreneurs for the scheme benefits. This scheme will pave the way for young individuals to undertake enterprise in the state and make a significant contribution to the socio-economic development of the state. Under the scheme, selected eligible individuals will be supported with a loan up to INR 5.00 lakhs for their ventures. Additionally, enterprise skill training will be provided to them, and the government will also take the necessary steps to guide new entrepreneurs for market access.

Objectives of Atmanirbhar Asom Abhijan 2.0
This scheme has been launched in Assam to encourage new enterprises across the state and promote undertaking of new enterprises by the youth. The scheme enables the youth to start their own enterprise with sufficient financial support, skill training, and market access from the state government. The scheme will not only address unemployment but ensure active participation of the young generation in the socio-economic development of the state. Loan and Interest
Under Atmanirbhar Asom Abhijan 2.0, entrepreneurs can avail of loan facilities from banks. The government of Assam would support the loan from banks and other financial institutions. A loan can be taken up to a maximum of INR 5.00 lakhs from the partner banks. Beneficiaries will have a span of 5 years for the repayment of such loans, and during the period, no interest will be charged on such loans as the same will be borne by the Assam government.
Eligibility Criteria
- The applicant must be a permanent resident in Assam.
- The minimum educational qualification for this scheme is matriculation.
- The minimum age for eligibility is 28 years, whereas the maximum age limit is 40 years.
- Applicants belonging to SC, ST, and OBC will be given an age relaxation of 3 years, and they can apply till the age of 43 years.
- Applicants should have a valid bank account in any nationalised bank, and the account must have been opened before 1 April 2024.
- Any applicant who is a defaulter on any bank or financial institution is not eligible.
- It is mandatory for the applicants to be registered with the Employment Exchange.
- Per family, only one person will be eligible to avail of the scheme benefit.
