This initiative has been taken to provide support to the youth for starting new enterprises in Assam. Under this initiative, more than 75,000 young individuals will be supported with bank loans and skill training to undertake new business or enterprise. The scheme will lead to the rise of new entrepreneurs in the state in sectors like agriculture, food processing, handloom, and hospitality services, among others.
Through this scheme, the Assam state government will encourage the youth to undertake new enterprises to generate income and employment. Financial support up to INR 5.00 lakhs would be provided as a bank loan to all the selected youth for initiating new enterprises in sectors in which they have expertise. What is Atmanirbhar Asom Abhijan 2.0 (CMAAA 2.0)?
Chief Minister’s Atmanirbhar Asom Abhijan 2.0 is the second phase of the Assam government’s Atmanirbhr Asom Abhijan Scheme that aims to enable youth of the state to undertake entrepreneur activities and become self-reliant. The scheme envisages offering financial support in the form of bank loans, imparting skills and entrepreneurial training, and also guiding market access. Under CMAAA 1.0, more than 25,000 young individuals were supported for starting new small business ventures with a budget outlay of INR 510 crores. Whereas, in the second phase, which is CMAAA 2.0, about 75,000 young individuals will be supported for the inception of new enterprises.
The scheme provides enterprise support to deal with the issue of prevalent unemployment in the state and to offer sufficient income and employment opportunities to the youth. All the young individuals who are highly qualified with professional courses will be supported with a finance of INR 5.00 lakhs, whereas those who have minimum educational qualification will receive a financial support of INR 2.00 lakhs. The financial support will be provided to them in two phases in installments. All those who have received higher education such as engineering, medicine, agriculture, veterinary, fishery, etc. would be imparted a loan support of INR 5.00 lakhs.

Loan Benefits and Interest
The maximum loan one can avail under CMAAA 2.0 is INR 5.00 lakhs. This much amount can be availed only by those whose education qualification is higher. Those who are nominally educated and have only satisfactory qualifications can also avail loans up to INR 2.00 lakhs. Beneficiaries will be provided sufficient time to repay the loan amount. The repayment of the loan can be made within the next five years from the issue of the loan. During this period of time, no interest will be charged from beneficiaries.

Eligibility Criteria
In order to avail the scheme benefits and receive financial support for new enterprises, one must fulfil the following conditions laid down by the state government of Assam.
- The applicant should have permanent residency in the state of Assam.
- The age of the applicant should be 28 or above and below 45 years as of 1st April 2024.
- The applicant should possess the minimum educational qualification.
- The minimum educational qualification required for the scheme is 10th standard.
- Applicants must possess the necessary skills, experience, and knowledge to undertake income-generating activities.
- Applicants must own a bank account in any Scheduled Commercial Bank. The bank account must be opened before April 1, 2024.
- Applicants should be registered with the Employment Exchange; if not, then they should do the registration first.
- Applicants should not have defaulted on any bank loan from any bank or financial institution.
- No loan must be due on the applicant’s name at the time of application.
- Only one member per household is eligible for the scheme. The definition of family includes husband, wife, and minor children.
- Applicants who already availed of benefits under CMAAA 1.0 are not eligible.
