About Mukhyamantri Atmanirbhar Asom Abhijan 2025

Chief Minister’s Atmanirbhar Asom Abhijan was initially launched in 2023 to provide entrepreneurship opportunities to the youth by supporting them with finance. Under the first phase of the scheme more than 25,000 young individuals were provided with financial support with a government outlay of INR 510 crore. In 2024, Chief Minister Hemanta Biswa Sarma initiated the second phase of the Mukhyamantri Atmanirbhar Assam Abhijan Scheme. This time the scheme sets the goal of supporting more than 75,000 young individuals with finance, training and guidance. All the young individuals who are between the age groups of 28 and 40 can apply and avail of the scheme benefit.

Objectives of Atmanirbhar Assam Scheme 2025

CMAAA is a state-sponsored entrepreneur support scheme that aims to support the self-employment of the youth in Assam. With the help of this scheme the Assam government will provide necessary resources and guidance to them so that they could excel in business activities and become able to achieve livelihood efficiency. The main aim behind this scheme is to offer financial support, provide training to young individuals and guide them for market access so that young citizens can prosper with their enterprise initiatives. The scheme will help the state government fight against prevalent unemployment and make the youth self-reliant in Assam.

Financial Benefits

  • Those citizens who have professional degrees such as engineering, medical, dental, veterinary, fishery, agriculture, etc. will be supported with INR 5.00 lakhs.
  • Financial support under CMAAA will composed of two components (1) 50% will be provided as financial assistance and (2) 50% will be given as interest-free government loan.

Targeted Beneficiaries and Coverage

The scheme targets about 2 lakh beneficiaries in total. Out of 2 lakhs, about 25,000 individuals were covered in the first phase of the scheme in 2023. In the second phase, the Assam government will provide coverage to about 75,000 beneficiaries. Rest will be covered in the next phases in the future. The scheme envisages to cover only those unemployed youth who have little or no source of income. The scheme is managed in all 35 districts of Assam.

Eligibility Criteria

  • Applicants should be permanent residents of Assam.
  • Age should be 28–40 in the case of general category applicants.
  • For SC/ST/OBC the age range is 28-43 which means they have 3 years of additional relaxation.
  • Minimum educational qualification for the general category is matriculation.
  • For SC, ST and OBC, minimum educational qualification is class 10.
  • Applicants should have bank accounts in their name.
  • There should be no loan liability on applicants from any bank or financial institution at the time of application.
  • Applicants should be registered with the Employment Exchange of Assam.
  • Only one member of a family will be considered for the scheme benefit.
